The Impacts Of Shiyang River Basin Governance Policies On Rural Households Livelihood In The Upper And Middle Reached Of Shiyang River Of Rural

Because of Shiyang river basin is located in the inland,the climate belongs to the temperate continental climate,and many of population engaged in the first industry,making the shiyang river basin formed a typical resource dry-land.The Shiyang river basin was lack of water,but with the rapid development of the economy.this region’s water and human contradictions intensified.In order to ease the contradiction between human and water,and promote sustainable development of the environment,the shiyang river basin governance policies had been issued.This paper is based on shiyang river basin governance policies and sustainable livelihoods analysis framework,and the upper and middle reached of Shiyang river is the survey site,In-depth discussion of the relationship between environment and policy and livelihood.In this article,using the using a combination of questionnaire and interview research methods.First nine villages and towns that near the river and affected by the policies has been chosen,and the use of PPS sampling method to extract 41 villages from the nine towns.The data which is used by this study except the downstream data.The results showed as follows:First, Measurement and analysis of the farmer’s livelihood capital.livelihood strategy and livelihood results under the policies implications.The results showed,farmer’s natural capital and physical capital has great advantage,however,human capital,social capital,financial capital is relatively scarce;Livelihood strategy,according to the survey results that farmers livelihood strategy choice is varied,not only expanded its activities in production but also in others.The results of the diversity of livelihood strategies to promote good living. Second,In this paper,according to the circulatory system of the environment,policy and livelihoods and give a comprehensive analysis and discussion of their mechanism.Then,analysis of the impact of policies on different types of households,the results show that,the impact of policies on family-based farming is largest,followed by the family tht combine farming and working,the last is the family-based working. The last,making some suggestion that based on the data,shiyang river basin governance policies should be grasp from micro and macro levels. In micro level should improve the ability of farmers to resist risks and increase theirs livelihood capital;In macro level should provide a favorable ambiance that making the policy fully play its role and environmentally sustainable and stable economic growth.
