Research On Fiscal Policy Of Promoting Circular Economy Of Hunan Non-ferrous Metals Industry

From the current fiscal policy,we found the constraints of cicular economy development in Hunan non-ferrous metals are:not enough in budgetary arrangements,adjustments of tax policy increased the tax burden on non-ferrous metals recycling economic enterprises,subsidies are not sufficiently,low level of imlementation at government green purchase,huge pressure on local public financial and so on.Connect with the success experience of developing circular economy at abroad and the situation in Hunan Province,conside the below as the basic ideas of reforming fiscal policy: put the process of non-ferrous metal circular economy in fiscal policy,fiscal policy play a incubator in promting the development of non-ferrous metals circular economy,coordinate with the supporting measures.We promte the development of non-ferrous metals recycling economy in Hunan from the below:estabilish the"green"government budget,enhance the green-oriented in tax policy,expand the scope of recycling economy and strengthening of efforts of financial subsidies,accelerate the implementation of government green procurement,widen channels of easing the local financial pressure,and complemented by matching measures.
