Therefore, the main mode of collective forest rights circulation of Hunan province comprehensive evaluation and diagnosis system is very important for guidance of collective forest rights circulation of Hunan province.Based on the study on the relevant policy documents of circulation of collective forest rights and understand the mode of collective forest rights circulation policy background in Hunan, the paper made major research on the main mode of forest right. Policy is a way of government guidance of collective forest rights circulation of Hunan province, it also determines the shackles of part circulation mode, this will help us more profoundly understand the influence of various model, development scale, etc. After analyzed the related policy, this paper carried on systematic comprehensive analysis about six major collective circulation mode of Hunan on the basic practice, the management effect and the related case of empirical analysis.
