Study On The Effects And Deepen Of The Collective Forest Tenure Reform In Hunan Province Changning City

Since the founding of new China, especially since the reform and opening up, China’s collective forestry construction has made great achievements, and has made important contributions to the social and economic development and ecological environment construction. Collective forest right system although the reform, there are still larger issues, such as property rights structure confusion leads to business entities are not implemented, rural collective leadership in business model rigidity, benefits from the use or distribution of opacity and other issues are still widespread existence is limited development of the industry.2003 CPC Central Committee and the State Council made the "decision on accelerating the development of forestry, which marks the beginning of a new round of collective forest right system reform in China. Hunan Province as a pilot provinces to explore and practice the first.The Hengyang City, Hunan Province, Changning City of collective forest right system reform as the main object of study, through access to relevant theories of domestic and foreign property rights, forest rights, such as changes in the system, collective forest right system reform and effect analysis of literature, master the latest relevant research in this field, based on sorting out the Changning City of collective forest right system reform and deepening the reform of the basic framework of analysis. The Changning City forest right reform, there are still some problems:the structure of property rights is not clear and prior to the implementation of the forest right system reform, some village collective in order to solve the problem of public funds, to mortgage or the contractor, such as the right of forest is circulated. Contract procedures are not standardized, the contract is not standardized, the rights and obligations of the fuzzy, the reform of the system of forest rights system is not standardized, the operation of the lack of transparency. Causes the villagers to obtain the contract management right, the collective has already contracted out the income which obtains to use the situation is not clear, causes the villagers to have the resistance psychology, thus further has caused the related work difficulty. Therefore, the study analysis in order to better the further reform and need to:clarify ownership structure, standardize procedures to strengthen the circulation of forest land, forestry finance and insurance related knowledge popularization, improve the ecological civilization socialization service system construction, and actively explore the forest model compensation and management mechanism.
