| Urbanization is a crucial index to gauge the development level of countries. It is an important component as well as a basic strategy of modernity. To fully realize modernization, the course towards urbanization must be pressed ahead with great energy. The modernization drive as implemented in rural areas at present, which mainly focus on the transfer of rural labor force, can only offer temporary solution to rural problems. In fact, its partial emphasis on improving living quality and environment cannot fundamentally address the malady in rural areas, as the needs of rural people have not been sufficiently noted and met. With the removal of institutional obstacles holding up the process of modernization in China, urbanization is predicted to enjoy a period of speedy development. The development of rural human resources in contemporary China would exert direct influence on the culture attainment of the next generation and the quality of future urban residents. Turning rural people into urban residents involves not only the change of dwellings or identities, but also the fundamental transformation inside and out, especially on cultural and spiritual level.After referring to a substantial amount of materials and literature, the thesis concludes that overally the work to develop human resources in areas undergoing urbanization is a long-term one while the relevant departments have not carried out sufficient measures to cope with. The loophole led to a large quantity of labor force having been left idle. The previous research domestically on the development of rural human resources attached special attention to the significance, limitations, major countermeasures and problems in the practice. Nonetheless, their research results have not been properly applied to guide actual work or even suitable to reality. The research on similar issues conducted in foreign countries started earlier and summarized many good practices. However, in consideration of different national conditions, the theories and experiences originated from outside the country should be referred to with discretion. The thesis indicates that there are still many imbalances to successfully tap into the potential of rural human resources. Therefore, comprehensive on-site investigation and review must be combined with prior research results and literature so as to find more limitations.Based on the data collected in Cili county, Hunan Province, the thesis, in accordance with relevant theories, conducts horizontal and vertical analysis of the development of human resource in the area within the last few years. Subsequently, it generalizes a relatively scientific report on the subject. In the meantime, backed by field visits, the thesis discusses exhaustively the related policies, supporting scheme and the others revolving around the matter. Through above-mentioned data analysis and field research, the thesis puts forward the issues hindering the development of labor forces and the causes giving rise to them. Moreover, by resorting to relevant researches carried out at home and abroad and conducting theoretical research, the thesis propose targeted countermeasures, strategies and suggestions.The research takes Pingtan Village as an example, which is selected as the location to build Yanhe International Tourism Business District, Zhangjiajie City on. Meanwhile, it takes into consideration of many factors including the geographical position, natural resources, the environment and national policies of the region. Through these efforts, the thesis aims at exploring a suitable approach to development of human resources with local characteristics in areas witnessing urbanization. The research is conducive to fully utilizing surplus labor resources spared from rural urbanization, properly arranging the distribution of human resources. At the same time, the thesis not only carries realistic significance, but also offers theoretical guidance to fuel local economic growth and increase domestic demand as well as realize common prosperity for both urban and rural residents。... |
