The Research On Central Town In Situ Urbanization Strategy

The development of urbanization level represents the comprehensive strength of a country. In recent years, with economic and social all-round developed, meanwhile, comprehensive strength increased rapidly, but the urbanization still lags behind the developed countries. As an important foundation to ensure the healthy development of Chinese economy, urbanization has been upgraded to the national strategy and the internal needs of economic development. In the past 30 years, China relied on developing big cities, the urbanization processed by leaps and bounds, but with a series of problems such as the household registration system, urban and rural dual structure,environmental pollution and so on, it will hinder the process of urbanization seriously. In order to ensure the process of urbanization healthy, harmonious and sustainable development, in march of this year, with “The National New Urbanization Planning(2014-2020)” formally launched, promoting the coordinated development of big and medium cities and small towns. Giving priority to develop small towns will become the focus work of the urbanization.It is a new engine of the next round of Chinese economic development for small towns to realize urbanization. Zhejiang always attaches importance to the development of small towns, at the end of 2010, taking the lead in implementingsmall city’s pilot work. Choosing 27 comprehensive strength strong towns as a pilot in Zhejiang, for three years for a cycle of small cities cultivating. The strategic decision opens the new pattern of central town in situ urbanization. It is an effective attempt for the country’s new urbanization strategy with valuable practical value and the effect of the templates.On the basis of successful experience of small cities cultivation at home and abroad, at the same time,combined with the reality of small cities cultivating pilot work in Zhejiang, the paper analyses the development strategy of the new type of urbanization in China, puts forward that central town in situ urbanization is the important model to ensure the urbanization in our country developing healthily and harmoniously. It has far-reaching strategic significance.This paper mainly expounds the status and the role of central town in situ urbanization in the new urbanization strategy, taking Chongfu as a point to elaborate on the path way and the effective experience of the central town in situ urbanization, meanwhile taking Zhejiang as an area to analysis the common problems in the process of central town in situ urbanization. Finally, the paper puts forward the countermeasures of central town in situ urbanization under the new urbanization strategy, through the developing of characteristic industry,improving the infrastructure effectively, improving the management level and making institutional innovation and so on.
