New mercantilism thought is the new performance and new form of trade protectionism, which is based on the new choice of different interest and value demands of the new period. New mercantilism plays an irreplaceable role in a country’s foreign trade development, and even the world’s largest developed country America also has significant new mercantilism in its foreign trade policy. In recent years, the sounds of blaming Chinese new mercantilism trade policies are far higher than America around the world. For the reason, this paper makes a comparison of the Chinese and American performance of trade barriers, exchange rate intervention and trade cooperation in the new mercantilism trade policy which is based on the concept of the theory of new mercantilism, and further makes a quantitative analysis on the relations of the new mercantilism policy and trade development on the two countries by integrating the trade policy measurement method of Combes&Saadi-Sedik and Leamer & Dollars. The results show that the new mercantilism trade policies play an important role in promoting the development of a country’s foreign trade, so for America, and so for China; Compared with the implementation of the USA, Chinese new mercantilism policies are too simple and traditional, and concealment is also not strong enough; On the establishment of policy objectives, Chinese words are less "rationalization" than America, so the new mercantilism of China is accused. In order to better adapt to the current "new normal" stage of development and the complex environment of world economic development, China needs to make some corresponding adjustments, which combine with the successful experience of American.
