Abstract/Summary:
Recent years, as the fast-growing economy of China and the continuing improving consume standard of Chinese people, more requirements are brought regarding the quantity and quality of the seafoods such as fish, shrimp and seashell. Due to the overfishing, the ecological environment of the offshore area, which is the main producing area of seafood, have been damaged and the resources in these areas are at stake. It is of extremely urgent to properly utilize the fishery resources in the waters around the archipelagoes on the off-lying sea. However, take the perishability of seafood into consideration, professional cold-chain logistic is needed during the circulation process. Therefore, the development of the fishery resources in the archipelagoes on the off-lying sea not only need the support from certain infrastructure building and related policies, but more rely on the effective and rational cold-chain logistic network system.This study summarizes the basic theory and the domestic and international research results relating to the construction of the cold-chain logistic network suitable for off-lying archipelagoes, including the logistic network, the cold-chain logistics as well as the logistic node location. Deeply analyzes the cold-chain logistics system for off-lying archipelagoes, and proposes an appropriate 3-layer hub-and-spoke cold-chain logistic network model. Build a set of evaluation index system for the node location of the cold-chain logistic of off-lying archipelagoes, and adopts the Principal Component Analysis to make an comprehensive evaluation of each island in order to specify the nodes of the cold-chain logistic of off-lying archipelagoes. Then in order to achieve goal of minimize the cost of operation, build an Mixed Integer Programming model which includes the multiple problems such as sea lane planning, schedule setting and warehouse scope setting etc,. Design the genetic algorithm to solve this model. Finally, adopting an example, solve the related models by using of the SPSS and MATLAB, construct the cold-chain logistic network suitable for archipelago A, and in turn testify and verify the feasibility and rationality of the model itself.The above mentioned study shows that the index system built in the node-selection stage and the chosen evaluation method could help determine the nodes for the cold-chain logistics for off-lying archipelagoes more scientifically and rationally while the model built in the logistic network optimizing stage could better conducting multi-purpose planning. The cold-chain logistic network of off-lying archipelagoes constructed by using the models of these two stages could help improve the operation efficiency, reduce cost while satisfy the consumer’s requirements of the quantity and quality of seafood.
