Magnesium mine industry is currently in the golden period of interaction of market demand, the national policy support and comprehensive treatment effect and other factors, these favorable conditions will promote the rapid development of the industry in the next few years. Magnesium mine enterprise as a resource exploitation and processing enterprises, three major problems yield and energy consumption quality, make the enterprise’s survival and development face new challenge, but also offers new opportunities. Magnesium mine enterprises, especially small and medium-sized enterprises are facing the fierce market competition, there are obvious deficiencies in capital, technology, talent, "for the benefit from the management, and become the enterprise to seek the breakthrough from the competition performance development", strengthen quality management, an important means to obtain direct economic benefits. But a lot of magnesium mine enterprises did not achieve the desired results and the performances of the reform, therefore, how to effectively implement performance pay system to promote the development of enterprises, has become a major problem in most enterprises to explore and thinking.HTL magnesium mine(Haicheng) Co. Ltd as a typical representative of magnesium ore of small and medium-sized enterprises, in the quality management and salary management with their own development, through the establishment of enterprise strategy, target decomposition, performance evaluation, formulate feasible performance wage system. Based on the analysis of enterprise development, industry wage system background, summed up the enterprises to implement the necessity of performance salary reform lies in the existing organizational structure to support the wage system reform, the performance of the original wage system has multiple defects should be adjusted, to achieve their strategic objectives need to be implemented in three aspects of reasonable and effective post economic responsibility system. Through to the HTL corporation performance salary idea, goal, system design, implementation and implementation effect investigation, found that enterprises in the economic responsibility system as the core, performance pay system to yield, quality and energy consumption as objective directly increase the economic performance of enterprise, enhance the competitiveness of enterprises; played a role in the regulation of wages, to mobilize the enthusiasm of the staff; strengthen the basic role of market mechanisms. The wage system has a great significance in the use of resources and energy, improve the product efficiency, product quality control, financial goals, for small and medium-sized enterprises especially in manufacturing, mining enterprises to provide a consistent enterprise status, and the goal of enterprise’s overall strategy and corporate culture consistent performance salary system and implementation suggestions and ideas to overcome the drawbacks, complexity, performance design of large enterprises is not applicable. Finally, in the performance pay theory, distribution theory, motivation theory analysis on the problems which exist at present are the suggestions.
