An Evaluation Research On The Sustanable Development Capability Of Cities Of HENAN Via PCA And DEA

Henan province, located in East-central of China, lies in the lower and middle reaches of Yellow River, is the traditional agricultural province in China. At present stage, the deterioration of environment, excessive consumption of resources, rising unemployment and poverty population, reduction of per capita living space and other environmental and social problems are born with the rapid process of urbanization. These continually accumulating problems have seriously hindered the process of urban sustainable development, and even caused great impact to people’s physical and mental health. Through the evaluation of the sustainable development ability of cities in Henan province, the problems in sustainable development of cities in Henan province can be found and analyzed, and then appropriate measures can be taken to strengthen and improve the sustainable development ability of cities in Henan province. The reference of sustainable development is provided to cities in other central and western provinces.Firstly, evaluation methods of sustainable development are reviewed, the problem of widely used comprehensive evaluation method is found and resolved according to the theory of sustainable development. Ultimately, the principal component analysis method is used to process the original data to set up the evaluation index system, and then the processed data is plug into the DEA method to evaluate the capacity of sustainable development of the city.In the part of empirical analysis, this paper selects yearbook data of 2005-2011 years in 17 cities in Henan Province, the establishment of evaluation index system, at thee same time, from the time and space dimensions of ability of sustainable development of each city to assess the city. Then, this paper selects the sustainable development ability of Henan province city ranked first in Zhengzhou city and the countdown to the first of Nanyang city as a typical case, to assess the city sustainable development capability from the time dimension, five aspects separately from the energy consumption, environmental pollution, labor and capital investment, economic development, social development of comparative analysis, comparison the influencing factors on the ability of sustainable development of the city, and put forward the corresponding policy recommendations and influencing factors.Empirical results show that: in 17 prefecture level cities in Henan Province, the sustainable development ability is the strongest in the city of Zhengzhou, the weakest is the city of Nanyang; all regions of Henan Province, the ability of sustainable development of the city were ranked as: relaxation in western Henan > Northern Henan > Southern Henan, strong spatial pattern shows a northwest, East South weak the. The east of Henan have on the ability of city sustainable development has notable positive influence, especially in the north area of Henan Province is the most significant.
