Research On Agricultural Science And Technology Resource Allocation Efficiency Of Heilongjiang Province

Heilongjiang province is the country’s largest production base of commodity grain,the quantity of grain yield and supply has increased year by year,agricultural production potential and relative advantage gradually weakened, adjust agricultural industrial structure and change agricultural development mode which should include quantity,quality and benefit is the inevitable choice of agricultural development in Heilongjiang Province,and the key factor to promote the transformation of industrial structure and the mode of production is the agricultural science and technology.During the 12th Five Year Plan,agricultural scientific and technological progress contribution rate in Heilongjiang province reached 62.5%,at a high level in the country,effectively promoting food production, protecting the country’s food security.Theory and time has proved that agricultural science and technology resource is the foundation of agricultural science and technology activities,is a collection of elements to create agricultural science and technology achievements,to promote agricultural and rural economic development,to realize the modernization of agriculture.Agricultural S&T resources include human,financial,material,information resources and services of all kinds of resources.through direct or indirect effect on agricultural production,affecting the yield and quality of agricultural products,agricultural science and technology resources in Heilongjiang province is still lacking effective integration,which is still in a "dispersion" state in various aspects of agricultural production and the regional distribution,did not achieve the efficient output.Study on agricultural science and technology resources allocation efficiency theory at home and abroad is relatively mature,but using the related theory to make a empirical research on Heilongjiang agricultural science and technology resources allocation efficiency is lacking,this paper verified the correctness of the theory through empirical evaluation of science and technology resources,provide certain theory reference and policy reference for the relevant departments of making decision.The analysis foundation of this paper is the relationship of causality between agricultural S&T resources and agricultural development.Agricultural S&T resources allocation efficiency is divided into two aspects:one is the internal allocation efficiency of agricultural S&T resources,which is internal input and output efficiency;the other is external allocation efficiency of agricultural S&T resources,which is the final effect of agricultural S&T resources.Based on the above research perspective,introduce the research background,through literature review, reviewe the relevant literature on the allocation efficiency of domestic and foreign agricultural S&T resources;definite agricultural S&T resources allocation efficiency,clear the research scope and perspective;analyse Heilongjiang agricultural S&T resources allocation status quo, find the problem existing in the configuration process of S&T resources.Using the DEA method to evaluate the internal allocation efficiency of agricultural S&T resource in Heilongjiang province,compare the situation of agricultural S&T resource allocation efficiency in China’s other major grain producing areas,clear Heilongjiang agricultural S&T resources allocation efficiency nationwide ranking;Using Grey Relational Analysis to analyse of the final effect of agricultural S&T resources in Heilongjiang Province, and make a comparative analysis on agricultural S&T resources input index and output index. According to the results of qualitative and quantitative analysis,analyse the key elements that effect agricultural S&T resource allocation efficiency in Heilongjiang province from allocation subject,allocation mechanism,allocation mode,allocation path.Putting forward specific countermeasures and suggestions from the macroenviroment of cultivation and optimize the microfoundation of agricultural S&T resources allocation efficiency.
