Study On The Influencing Factors Of Agricultural Science And Technology Progress In Heilongjiang Province

The progress of agricultural technology is the driving forces to promote the development of modern agriculture.The technology upgrade can improve the production conditions,change the way of agricultural development method,and improve the efficiency of using agricultural resources.With the acceleration of the modernization of the agriculture,the natural resource,human resource and the area resource is becoming more precious,which results in the production method is no longer the traditional way which relies on intensive capital investment.The contribution of agricultural scientific and technological progress is an indicator that reflects the level of agricultural science and technology progress.This paper uses the solow residual method to measure of contribution rate of agricultural scientific and technological progress,and then the use theoretical and empirical methods to analyze the influence factors of Heilongjiang province agricultural science and technology progress,discusses the main factors influencing the Heilongjiang province agricultural science and technology progress,so that formulate the feasible of Heilongjiang province agricultural science and technology development strategy,promote the development of agriculture in Heilongjiang province,which has a very important practical significance.In this study,the agricultural science and technology progress in Heilongjiang province is taken as the research object,and its contribution rate is calculated and analyzed.The research contents are summarized as follows:(1)This paper introduces the background and purpose of the topic,and summarizes the research on the agricultural technology progress contribution rate both domestic and abroad.The paper also defines the concept of agricultural scientific and technological progress and the technology progress contribution rate,and expounds the theory of new economic growth and regional economic theory related to the technology progress contribution rate.Researches on the method of estimating the contribution rate in the region is prevalent,but the research on the influencing factors of the contribution rate is rare.(2)This paper analyzes the current situation of agricultural technology development in Heilongjiang,in the aspects of investment,technology achievement,training and technology promotion.The analysis shows that Heilongjiang has made a policy to promote the agricultural science and technology development in order to promote the development of agricultural economy in recent years,and to increase the investment in scientific research,scientific and technological personnel training and agricultural extension.However,the agricultural innovation capability of Heilongjiang Province still needs to be improved,and the technology investment structure needs to be optimized,scientific and technological achievements promotion system needs to be improved,therefore many aspects needs to be improved.(3)The study measures the technology progress contribution rate both of Heilongjiang Province and of the country by the improved Solow residual method.The results show that the contribution rate in Heilongjiang is increasing,and the agricultural science and technology contribution rate in 2008 to 2014 is 58%,which is higher than the national average56%.And the contribution rate of agricultural material consumption from 1992 to 2014 in Heilongjiang maintained at a high level,indicating that agriculture in Heilongjiang Province belongs to capital-intensive agriculture.However,from 2011 to 2014,the technology progress contribution rate in agricultural development in Heilongjiang Province exceeded the contribution rate of agricultural material consumption.It shows that during the "Twelfth Five-Year Plan" period,the role of science and technology become more important than that of capital.Therefore,the future development of agriculture in Heilongjiang must rely on agricultural science and technology.(4)This study analyzes the factors influencing the contribution rate of agricultural science and technology progress in Heilongjiang Province using gray relational analysis.The result shows that it is necessary to increase the investment of agricultural materials and improve the level of agricultural material and equipment.Secondly,increase the investment of agricultural scientific and technological personnel,capital and material,and increase the investment of agriculture and using efficient of resources.(5)On the basis of the above research,combining with the actual situation of agricultural production in Heilongjiang,the paper puts forward the suggestions to promote the agricultural science and technology in Heilongjiang province in the terms of improving the level of agricultural material and equipment in Heilongjiang Province,improving the quality of agricultural scientific and technological personnel,strengthening agricultural science and technology innovation and increasing government investment rate.
