Yangtze river delta is the hot spot of foreign R&D investment, and research on the performance of foreign R&D investment has important theoretical and practical value. Based on the shortcomings of the current research at home and abroad, this paper conversions perspective from home to host countries, from the national level to specific areas, and does a systematic research on six cities walking in the forefront of attracting foreign R&D investment of Shanghai, Nanjing, Suzhou, Wuxi, Hangzhou and Ningbo, and tries to construction a reference model for the rest of the country on the basis of exploring the development trend and regularity.Based on existing research results at home and abroad and the statistics data of major cities in the Yangtze river delta, this paper introduces the reason, the present situation and the development trend of foreign R&D investment, to explore the influence factors of the performance of foreign R&D investment in China. Then with UNCTAD FDI performance and potential evaluation index and national innovation evaluation index system, choosing the actual performance, potential performance and comprehensive performance, to comparison and analysis the performance of foreign R&D investment in Shanghai, Nanjing, Suzhou, Wuxi, Hangzhou, Ningbo from 2008 to 2013, and then divided the six cities into different development model.The conclusion and suggestions. Ningbo needs to break the balance and create comparative advantage; Nanjing and Hangzhou should make up for the inadequacy of knowledge utilization, Suzhou and Wuxi instead. Hangzhou and Wuxi should draw lessons from their higher levels; Nanjing and Suzhou should break the excessive reliance on knowledge production or knowledge utilization, and seek all-round development; Shanghai needs to inspire new potential; the Yangtze river delta region should seek regional collaboration.
