Along with the advancement of China’s economic development and urbanization, the increasing contradictions between living demand and rising house prices is becoming a hot spot of social attention. The condition that Low-income groups are unable to purchase houses is being in the increasingly prominent, and gradually become one of serious social problems. Solving the housing problems for the low-income people, not only is related to national survival, also is related to a country’s economic development and social stability. In recent years, the construction of affordable housing has been increasing, the government meet the needs of social groups for housing through the construction of various kinds of affordable housing, and gradually solve the housing difficulties of different groups, promote the coordinated development of the society and economy. Based on the research of the financing situation of affordable housing construction in our country, housing construction in China has a huge investment, long construction period, difficult collection of the construction funds in the short term, low return on capital, therefore our country housing financing source rely too much on the government funding. But the government fiscal investment is far from enough compared with the huge funding needs of affordable housing construction, so the shortage of funds becomes the bottleneck of the construction of affordable housing. In the face of multi-level system of affordable housing, lacking of pertinence of capital operation, not being match with construction planning, those greatly increased the difficulty for the construction of affordable housing.In this paper, it explained in detail that the status quo of affordable housing construction, the financing and the existing problems for construction of affordable housing through analyzed the case of Mianyang city in recent years. Especially it analyses and find the difficulties and deficiencies in the process of the Mianyang city housing construction financing by 2012-2013 data of housing construction, including affordable housing, low-rent housing, public housing, and on the construction of low-cost houses and fund-raising way, analysis. At last, it perfect the housing finance policy respectively form a complete set of legal system and the actual preferential policy further rules and regulations Suggestions according to the preliminary theoretical research and the case analysis in Mianyang, and it also perfect the mianyang city housing financing subject from the special legal system, cleaning up government debt, playing a role of investment and financing platform, to ensure reasonable income investment and financing projects, etc, at the last, it perfect the financing system of affordable housing from strengthening provident fund support, developing the policy financial institutions, moderating learning overseas financing pattern, strengthening supervision and diversification, etc. Moreover, it could provide the reference and reference for the other areas about the financing of indemnificatory housing.
