Study On The Estimation System About Collaboration Of Regional Government To Take Industrial Transference

Although collaborative governance theory and practice in China is currently in the primary stage of development,intergovernmental cooperative governance is organized in different forms and different modes of operation,from simple cooperation,coordination and then to interact closer integrated collaboration,achieving the effective use of shared interests between local governments and resources constantly promoting interaction between governments and achieving balanced regional development.On the background of industrial transference,this article studied about models and mechanisms to undertake collaborative of the governmentand,and to build the estimation systems of collaborative. Through theoretical studies,this article defined the connotation of collaborative of local government level,the study clearly subject of the article,the paper leads to the further assumptions:local governments is leading roles in industrial transfer.Through the undertaking,the roll-out to the government and enterprises game model analysis demonstrated dominance of local government,and to analyze the necessity to undertake the Role of Government and collaborative governance.Then, from three aspects,this article demonstrated the basis for estimation to collaborative of undertaking government:(1)Analysis of undertaking governments collaborative model classification and status,described local government collaboration has practical significance:(2)Analysis on the operating mechanism,operating mechanism have similarities,including the co-development mechanism,resource and information sharing mechanism,interest compensation mechanism negotiation mechanism and supervision correction mechanism;(3)Collaborative governance state evaluation is based,to undertake collaborative governance by local governments to gradually narrow the economic gap,optimize the industrial structure, promote the development of friendly economic,social and environment in order to achieve the ultimate goal of balanced regional development.On the basis of these studies,this article built industries to relocate to the Local government collaboration estimation system,in order to evaluate the degree of regional collaborative content,through the operating mechanism and the overall objectives of the analysis,the index is divided into regional coordination and cooperation in the overall development index index two levels,built up three indicator system,in order to achieve the synergies and collaborative process of the overall evaluation of the results.To ensure the scientific evaluation of effective,this article collected data on principal component analysis method,Standardization and evaluation process and do weight calculation.Finally,the paper choosed a representative area for collaborative governance estimation system empirical research.In the transfer of industry in the Pearl River Delta region, after years of development,the local government has established a multi-layer cooperative,and collaborative governance has made significant result. Through the analysis of the level about governance in Pearl River Delta region between 2008 and 2012,the study find that: in 2008 the local government coordination is low,cooperation is weak,but with the expansion of cooperation mechanism,collaborative degree obvious growth trend.
