With the development of social economy and the increase awareness of human, our country has payed more and more attention to the impact of natural disasters on urban sustainable development, and the development of city relies on the safe use of land resources. The Changbai Mountain Tianchi volcano is a dormant volcano with the largest scale and potential danger.According to the monitoring of recent years, the Tianchi volcano activations have been enhanced, which indicate the possibility and risk of volcano eruption also become more and more stronger. In view of the serious losses caused by volcano disasters, in order to optimize the land utilization of disaster prevention and promote the rational distribution of industrial economy, based on the principle of promoting the urbanization construction, safeguard people’s life safety, reduce the social property loss, during2013.6-2015.12, Jilin Province Earthquake Council implements the research of "Changbai Mountain Tianchi volcano disaster plan". Accordingly, through a lot of the volcanic hazards risk and study on land use security literature reading, summarize the currently research of Changbai Mountain Tianchi volcano disaster, understand the situation of land use in Baishan City, this paper aims to study the evaluation of land-use security and puts forward the defense planning guidance according to the evaluation results based on the volcanic hazards.This thesis mainly include the following contents:(1) Elaborating the related theory and technology. It introduces the theory of evaluation of land-use security, which laid the foundation for this paper.(2) Effect of volcano disaster to the city land utilization. With the continuous expansion of the city, the demand for land resources is also increasing, disasters restricts the land utilization in a certain extent. By studying the effects of disasters on the city land use, the results can provide the auxiliary decision-making reference for city land use planning. It analyses the damage effect on social economy and land use security of lava flow, pyroclastic flow, debris flow, volcanic ash and flood, and the risk and sphere of influence of Changbai Mountain Tianchi volcano disaster.(3) Researching on the present situation of Baishan land use. It researches the present situation of land use in Baishan City according to the collected data, mainly includes the structure and quantity of land use, the distribution of industrial economy layout, the distribution of mineral resources and tourism resource, the distribution of traffic and population,etc.(4) Evaluation of land-use security. From the perspective of volcano disaster defense, combines with the spatial analysis function of GIS, remote sensing analysis function of ENVI and correlation theory, it establishes the land use safety evaluation index system from the two aspects of volcano disaster risk and land-use bering disaster object, demarcate land-use security blocks, divides level of risk. The results showed that:1) the lower risk zone of land use mainly distributed in the western area far from Changbai Mountain Tianchi volcano, this area is concentrated and continuous and large, the area is about 789109.8 hectares, accounting for 45% of the total city land resources.2) medium risk areas of land use mainly distributed in the crater 50 Kilometers within the area, also distributed in north and western of Baishan, most is geographically concentrated, small parts distributed scattered, the area is about 768277 hectares, accounting for 44% of the total city land resources.3) high risk area of land use mainly distributed in the edge of the crater, few scattered in counties, the area distributed scattered, a single block area is relatively small, the area is about 196524 hectares, accounting for 11% of the total city land resources.(5)Based on the purpose of city disaster prevention and reduction, in order to utilize the limited land resources effectively and rationally this paper also puts forward the land-use defense planning guidance according to the results of analysis.The results of this study can provide reference for other volcano disaster prevention work.
