The present paper researches insisting the basic principle of both theoretical and actual, uses methods of standard research, generalized analysis, logical induction, real diagnosis analysis from the perspective of the connotation and significance of sustainable use and analyzing challenges of flooding disaster to land utilization, elaborates the characteristics and categories and land using risk basing on correlated theories of the existing land continually use, the land utilization risk, and the appraisal methods and systems of land continually using. In the meantime, this paper analyzes essential dimension of land utilizing risk source and category under the strong flooding disaster risk in the Changde Dongting Lake flooding disaster area, summarizes the concrete manifestation of land utilization risk. This paper unifies the traditional soil evaluation and risk research, proposed a set of complete appraisal target system based on land utilization risk for the first time, and synthesizes the Delphi method, the AHP law to determine its weight. It proposes thoughts and measures to enhance the land utilization efficiency depending on enhancement of risk recognition and the analysis, selects the multi-objective linear weighting function method model, the fuzzy appraisal model as the method collection of evaluating land structure through the land utilization structure appraisal and develops to the connotation tapping latent potentialities direction. It primarily includes:(1) Research of land utilization risk connotation. It analyzes connotation of land utilization risk and proposes counter measures to it based on the most frontier of risk research development.(2) It proposes the land utilization risk - condition - response dynamic optimization model on the foundation of overall evaluation of present situation of Changde flooding disaster area.(3) It establishes appraisal target system basing on the land utilization risk and contructs synthetic evaluation target system of land utilization structure under the instruct of target system principle from the aspect of land utilization risk.(4) It explores new connotation of land utilization. And it integrates Delphi law, the analytic hierarchy process, multi-objective function theories and fuzzy appraisal law, further proposes the reasonably using land prospect of " population limiting, risk controlling, intensive efficiently, human-land coordination, kind environment, structure optimization" based on land utilization risk, land sustainable use correlation theories and present Changde land utilization structure analysis. (5) It conducts the land utilization structure appraisal real diagnosis research taking the Hunan Province Changde Dongting lake flooding disaster area as the example, using many kinds of methods to appraise separately, obtains the appraisal result of Hunan Province Dongting Lake flooding disaster area land utilization.Through choosing the typically high risk area such as Changde Dongting lake flooding disaster area to conduct the correlation research, this paper might provide the basis for the next Dongting lake district land utilization scientifically plan, and functions as a demonstration and model to natural resource sustainable using appraisal and structure choosing with such similar compulsion limiting factors.
