The purpose of this paper is researching the performance appraisal system for the design manager of Sichuan Tianyi Science and Technology Co., Ltd.Analysising and establishing performance appraisal system of the design manager with "syllogism" ideas. "Syllogism" ideas is asking questions, analyzing and solving problems.Talking with the related designer and manager, Interviewing with the formulation design manager or employee performance appraisal personnel, we can establish the performance appraisal program of design manager quickly and accurately.With The key performance indicators(KPI),We can establish appropriate performance indicators and evaluation system to measure the performance of design manager from Task, Competence and Management. This is harmful to the improvement of the design manager abilities.The focus of this paper is establishing the design manager performance appraisal and evaluation system. Appraisal of task performance contains the the quantification and assessment of actual work, the difficulty of the work completed, work quality, work efficiency, workload, cost. Appraisal of management performance contains the the quantification and assessment of planning, coordination and communication ability, strain capacity, carefully. Appraisal of competence performance contains the the quantification and assessment of experience, professional skills, attitude.The process of performance appraisal include 4 main steps, establishing a permanent assessment team, proposing the performance plan, fulfilling performance assessment plan, performance appraisal feedback. According to the steps,we design and applicate the performance appraisal program. Analysising the management process of the Shenhua Coal to Oil project,we carry on the work from starting management, planning management, implementation management, finishing management. Assessing the performance with the performance target, system and process, analysising and comparing with comparative method on the critical time point, we will get the results of performance appraisal.The success of performance appraisal plan is effective to increasing the importance for the planning and communicating, improving the abilities of project design manager.It’s beneficial to improving the abilities and the performance of the company, also providing some ideas or methods to measure the performance of design manager of Survey and Design Industry.
