In recent years,the rapid development of private enterprise contributes to the economic progress of our country and plays an important role in dealing with livelihood issues such as employment. Meanwhile, most private enterprises exist in completely competitive fields. which feature with less exclusive market and more competitors. In these fields, production techniques are open and easy to learn. The production line can also be easily introduced, leading to the similarity of products from different enterprises. Therefore, these enterprises always encounter with fierce competition. It is more difficult for enterprises to seize a leading position in the field by investment in capital and technique. Which ensures an enterprise to be competitive is the core competence of its own. Human resource, due to its scarcity unimitatability and unsubstitutability, is qualified to be the core competence. Employees will become more experienced, skillful with time. And the sense of community will be built. They can provide increasing profits for the company. More and more entrepreneurs regard human resource as competitive edge.NS Group, founded in 2001, is a private enterprise mainly engaged in metal processing and manufacturing. There exists large amount of producers and purchasers in this field. The demand elasticity is low, thus enterprises are lack in the ability of price control. Products from different enterprises are so similar that they are easily substituted. Comparing with other enterprises, NS Group has no obvious advantage in capital, products, technique and brand. Therefore, it is quite necessary to explore the core competence so as to take the leading position in the field.The author here takes NS Group as an example. Through referring to theories of company strategy, human resource and other latest research results, and interviewing the seniors, the middle-level cadres, and the junior employees of NS Group, the author analyses problems exist in the human resource system of NS Group and makes an optimization. Many issues exist in the human resource management system has been improved, including the institution and regulation of human resource management, the updated job specification for each position, the optimization of recruitment, the regulation of staff training, the change of payment from graded system to broad banding as well as a more scientific and statistic system of performance evaluation, which is objective and inspiring. This optimization makes human resource an advantage for NS Group and leads to countable benefits. Meanwhile, the study of this optimization also provides reference for other enterprises in completely competitive fields to improve their human resource management system.
