Today, Land issue has become one of the hot social topics. Although the current land reserve system can effectively bring about the development of social economy, but the negative effects, such as land finance and excessive-priced housing, is also widely criticized.Inspired by the typical cases of old city reconstruction in northern of Chengdu, the paper puts forward the mode of "land title transferred with housing ", with the methods of case analysis, literature analysis, comparative analysis, data calculation, formula computing, and other analysis. In the new mode, local governments determine a land agent through tendering and biding system, who purchases real estate from local residents in accordance with the market-oriented principle. In the process of all, local governments only play the role of supervisor and manager, no longer involved in the trade directly. In fact, the "land title transferred with housing" mode accords with the whole design of land reform from the legal angle, and it breaks through the requirements of traditional land reserve system. So, the central government should modify part of the administrative rules and regulations before the new mode be wildly promoted.According to related literatures, the disadvantages of traditional land reserve system is the governments directly involved in the trading of the Land-use-right through administrative monopoly, which cause land price distortion, house prices soaring, and social welfare reduced. On the contrary, the "land title transferred with housing" mode requests the governments no longer directly involved in the trading. This paper compares the two kinds of land transaction mode from the structure difference of land market, the pros and cons of local governments, the real estate enterprises and so on, then concludes that the "land title transferred with housing" mode not only optimizes the structure of the land market, but also solves the fund shortage of local government. And the new mode can be accepted by the real estate enterprises and local residents easily, and can deliver social benefits significantly. The new mode will play a huge role in promoting progress of old city reconstruction.On the basis of the conclusions above, by the research method of microeconomics and real estate economics, this paper considers that if the "land title transferred with housing" mode be implemented, land supply will increase, land price will reduce, the commercial housing supply will increase, the housing price will reduce, and the second-hand housing price will be lower, at the same time, the housing rental market will also be affected. The new mode will meet the housing demand and guarantee the stability of development of the real estate market in a period.Finally, this paper comes to a conclusion that the governments should push the "land title transferred with housing" mode, and need pay attention to the implementing issues intimately.
