Arable land is essential to agriculture and producing grains,which also plays a vital role in the national economy.The construction of basic high-standard farmland will help fulfill the farmland infrasture,improve farmland quality,increase the grains yield,thus we need to delimit this kind of farmland scientically and reasonably.Current researches on basic high-standard farmland rating is mainly focused on the plain,and the same research on hilly areas is far from enough,not to mention that some sub-rating system fitting for the plain areas is not suitable for the hilly areas,which causes the extensive ultilization and loss of some good soil at the hilly areas.Based on comprehensive analysis on relative researches both at home and abroad,this paper brings up to rate the constrcution of basic high-standard farmland using the LESA model. We take the Dehua County in Fujian province as research area,and take contiguous blocks within the buffer areas with 20 metres interval range as rating unit,then build up the assessment indicator system based on two aspects-one is the natural conditon of land,the other one is the site condition.We would standardize the basic data that come from the 7 rating indicators on land natural conditions and the 4 rating indicators on site conditons within the research area with 4565 rating units.We would conduct analying on natural conditions and site conditions of Dehua County’s basic farmland by giving weights to the judgement matrix in the AHP(Analytic Hierarchy Process)after referring experts’ opinion and conduct comprehensive evaluation on each rating unit based on the comprehensive indicators model.From the comprehensive rating results from natural conditions and site conditions when the weights are different,we can confirm that the weight for sub-system of land natural conditon is 0.8,and the weight for sub-system of site condition is 0.2 after making intergrated evaluation on the relationship between the rating score of LESA model and food production,then we reach a final result of the LESA model.We will find the natural breaks of the comprehensive rating score using the total score of frequency curves and can rank the basic farmland to different grades,and filtrate the basic lands of Dehua County as three grades refering the construction standard of basic high-standard farmland,thse three grades of farmlands are favorable areas for basic high-standard farmland; areas needing minor tweaks and areas needing major tweaks.The final results of this study is that there are 11187.46hm2 of Dehua County’s basic lands can be divided as the basic high-standard farmland,of which favorable areas is 7188.03hm2 taking up 46.76% of the total construction area,this kind of land is mainly distrubuted at the Shangyong County,Gekeng County and Longmentan County;of which areas needing minor tweaks is 3361.88hm2 taking up 30.05% of the total construction area,they are mainly distributed at the Shuikou County,Chunmei Village and Gaide Village;of which areas needing major tweaks is 637.55hm2 taking up 5.7% of the total construction area,they are mostly distributed at the Daming Village and Chunmei Village.Gernerally speaking,Dehua County’s basic land surface is too thin,the coverage of irrigation facility is insufficient,and the transportation condition is poor,these are the main problems needed to be well addresed and improved.If we analize the threshold and number,we can find that the divided results of Dehua County’s basic high-standard farmland,to some extent,is reasonable.
