Studies On "Ecological City" Construction Problems And Countermeasures In China

The party’s 18th national congress puts the building of socialism ecological civilization as an important content of socialist road with Chinese characteristics. It not only proposes for the construction of ecological civilization specific requirements in the goal of building the well-off society which is in an all-round way, but also brings ecological civilization construction into "five in one" overall layout of the socialist modernization construction, with the economic construction, political construction, cultural construction, social construction, and further defines that"puts the construction of ecological civilization in prominence, blends it in economic construction, political construction, cultural construction, social construction in all aspects and whole process, strives to building a beautiful China, realizes the sustainable development of the Chinese nation". The "eco-city" construction activity of Jinan is just the concrete practice of implementing the requirements of ecological civilization construction, at the same time, the great practice provides a rare historical opportunity for the transformation and development of Jinan. However we should also aware that the "eco-city" construction activity in Jinan is facing a severe situation, especially the enormous pressure of improving the ecological environment quality. How to make a sample analysis about the "eco-city" construction of Jinan, and then make specific comments and suggestions which is having universal reference significance and promotion value, thus becomes the starting point of this study.On the basis of sustainable development theory, the construction of ecological civilization theory, public goods theory,combining with the analysis on the "eco-city" construction resource condition, development situation of jinan, this article adheres to the issue-oriented, emphatically investigates the problems of institutional mechanisms construstion, analysis the abuse of "eco-city" construction which is guiding by the government and pushing by the single administrative power, and then elicits how to integrate resources, how to cohesive forces, and the extreme importance and necessity of making the "eco-city" construction into a conscious action of the whole society. Based on the analysis of the successful experience of some cities and regions at home and abroad, this article puts forward specific suggestions about the "eco-city" construction of Jinan, from the aspects of setting up the ecological civilization concept, improveing the "eco-city" construction propulsion system, speeding up the key tasks of environmental quality improvement, scientific establishing the overall planning of city development, strengthening urban management. Through the study of Jinan’s "eco-city" construction, this paper is in order to producing some enlightenment to the "eco-city" construction of other cities in China, also conducting beneficial exploration for comprehensively exacerbation reform and accelerating the construction of ecological civilization system...
