The Research Of Protecting Farmers To Impartial Share Land Increment Interest During The Urbanization Process

As land is fixed, scarce and irreplaceable, the land appreciation is bound to occur in the social development. The urbanization process in China is also accompanied with the land increment in some specific area. In economy, it shows as the land-transferring fees that the government acquired through selling the levied land. How to equitable distribute land increment which occur with land requisition and demolishing in urbanization is testing the justification and rationality of public policy, it has a great relation to the realization of goal of new urbanization which is people oriented, it also relates to whether farmers will enjoy the social progress in the urbanization process. In current profit distribution, farmers still suffer the undue and unsustainable compensation of land acquisition. The reason of the above issue could be the arranged dual structure in land, the unbalanced allocation of public resources between urban and rural and the exchange rules unfair factors of urban and rural. For this purpose, the author put forward that the establishment of a series of public policy arrangement,which is lead by a value that share the land benefit, is necessary and hope the public policy arrangement, which involve confirmation of land right, regulation of subsidies, transfer payment, welfare guarantee and transformation of citizen type, will realize farmers to impartial share the land increment benefit.
