Highway bridge emergency rebuilding is relatively a special project. It is very often that the actual costs of implementation of such projects excess approved budgets. Therefore, the research of effective investment control can be extremely valuable to the Highway bridge emergency rebuilding projects.This thesis studied the theories and practices of the project cost control and investment control domestically and internationally. Based on the features of varies Highway bridge emergency rebuilding projects, this thesis suggested effective solutions to the investment control. The suggested solutions to investment control were expanded by two lines:a vertical line and a horizontal line. The vertical line referred to the project completion process:because the project feasibility study and bidding are not available, Highway bridge emergency rebuilding can be divided into design phase and construction phase. The thesis studied investment control for these two phases. The horizontal line referred to involved parties of the project:authorities, investors, designers, builders, etc. The thesis studied angles and focuses of investment control according to the various responsibilities of involved parties. This thesis provided a completed framework for Highway bridge emergency rebuilding projects based on the comprehensive study of the vertical line and the horizontal line. It discovered key factors of investments control, provided solutions of controlling key factors and finalized the conclusion.
