Research On Emergency Management Of Unexpected Events Of Ordinary Highway

In recent years, China’s highway construction has made great achievements. Highway traffic plays an important role in the comprehensive transportation system in our country. But for a long time, the development of China’s highway focused on construction, management and service level of road network is not satisfactory, with the massive growth of scale expansion of highway and traffic volume, the number of highway emergencies caused by traffic accidents, natural disasters, environmental pollution, group events increased year by year, the harm is more and more serious.Since the 2003 "SARS", "emergency management" began to receive the attention from all sectors of society in China, the research of "the highway emergency management" has increased year by year. But these studies almost all take the highway as the research object, few studies focused on the ordinary road. In fact, the ordinary road, especially the common national and provincial trunk highways also has a large traffic flow and traffic speed. What’s more with the complex traffic characteristics, complex environment, serious overload and open characteristics of it, common national and provincial trunk road is more complex, traffic accidents and incidents are prone, multiple.This paper takes Wuxi ordinary highway emergency management present situation as the object of study, summarizes the current achievements, and figure out 6 aspects of the problems existed. Based on the theory of crisis management, early warning theory and the game theory, putting the developed countries, such as American Japan, and domestic advanced provinces, such as Jiangsu, Beijing, as a reference, we learns from the successful experience of emergency management. At last this paper make recommendations on the issue of Wuxi ordinary highway emergency management, adapt to the request of new situation of development, clarifying the mechanism of responsibility, refinement of the disposal principles, clearing the corresponding procedures, enhancing command functions, Improving the quality of information,and optimizing disposal mechanism etc.
