The Research Of Promotion Strategy For The City-industry Integration Of China Electronic(Zhongshan) Base

China Electronics(Zhongshan) Base is one of the first specialized industrial park of Zhongshan Torch Hi-tech Industrial Development Zone, and has formed a certain economic scale after over 20 years of development. Its development advantages have been narrowed by the appreciation of the RMB, the increasing of labor costs and the increasingly scarce of land. Its development has been perplexed by development space, capability of sustainable development and urbanization. Since the introduction of “The Reform and Development Plan for the Pearl River Delta Region(2008-2020)”, Zhongshan Torch Hi-tech Industrial Development Zone has found its opportunity in the course of China’s deepening reform to continue for its fast development, as if getting a key for a brand new car on the highway. Due to the fact that China Electronics(Zhongshan) Base has been established for over 20 years, it has to overcome its bottleneck of development, in order for a fresh round of development in a new wave of reform.The paper has sorted out the relevant study of the problems of City-Industry integration of home and abroad and has conducted a theoretical research of development patterns and evaluation methods for such integration. A deep analysis has been performed on the problems and present situations which China Electronics(Zhongshan) Base has been facing with during the course of industrial development and urbanization. On the basis of the above analysis, the necessity of City-Industry integration for China Electronics(Zhongshan) Base is brought out. By comparing the different City-Industry integration development models employed by Suzhou and Nanhai, the model for China Electronics(Zhongshan) Base is defined. In structuring an system for the evaluation of the status quo of China Electronics(Zhongshan) Base, the system approach and analytic hierarchy process are used. By using the Delphi method and analytic hierarchy process to decide the weighted ratio of the overall index system, so as to establish the basis for the evaluation and analysis of China Electronics(Zhongshan) Base’s status quo. On the basis of relevant evaluation model and index system, a deep research on the City-Industry integration status of China Electronics(Zhongshan) Base’s has been performed to find out the key elements of an incompetent City-Industry integration of China Electronics(Zhongshan) Base. Finally, strategic suggestions have been made to improve the City-Industry integration on the basis of the above evaluation system.In this paper, the deeply study of City-Industry integration belonged to new areas of City-Industry integration research. And a system for the evaluation of the status quo of China Electronics(Zhongshan) Base that based on the characteristics of China Electronics(Zhongshan) Base has been established. It enriched the City-Industry integration related research fields. This study provided theoretical guidance for improving the City-Industry integration of China Electronics(Zhongshan) Base and provided a scientific basis for strategy formulation of the regional economic development of Zhongshan City.
