Problems in the implementation of performance management in state-owned enterprises has become a hush reality must be faced. Performance management in state-owned enterprises lack management technology. However, if only depending on process control or simple changes of technical innovation, it is difficult to survive this performance management dilemma. Along with the gradual deepening of the application of the performance assessment, the cross-cultural conflicts in the process of performance management are becoming more and more intense. The characteristics of the ownership of the state-owned enterprise makes the performance management have the multiple and the complexity of management. In contrast, Western enterprise and private enterprise performance management in the pursuit of the economic benefits of the simple goal, its management function is more simple. At the same time, State owned enterprises by property agents, relatively closed environment, is in culture and management fuzzy comprehensive influence, in quantitative, objective, accurate and guiding principles of the reform of the performance management is becoming more and more difficult.This paper analyzes the performance management of state-owned enterprises through case study, comparative study and questionnaire survey. Research angle mainly focused on the influence of state-owned enterprise system environment, business model, HR department, relationship of organizational politics, organizational culture, management, technology, and factors of the performance management issues in the implementation of the impact. According to the research analysis, we can promote the reform of state-owned enterprise performance management from the following aspects.1, The establishment of the performance management consensus including enterprise CEO, line manager and employee is very important.2, Establish the performance management development consciousness, and promote the performance management self change to meet the needs of state-owned enterprise management. 3. Pay attention to the influence of the HR department and the business department, the manager and the employee on the performance management. 4. Pay attention to the cultural differences between China and the west, and promote the fusion of culture and management. At the same time, pay attention to the influence of Chinese culture, traditional management thinking on the performance management, and the mutual influence between the organization culture and the performance culture. 5, Focusing on the performance management as the core of the management system construction, should the pursuit system benefit maximization as the main standard of the performance management benefit measurement. 6, Pay attention to the management of personality needs, the organization of political influence and power balance.
