With the rising cost of labor, raw materials and exchange rates recently, price, financial and other advantages gradually weaken, only enhancing the level of human resources through human resource strategy can be able to obtain long-term competitive advantage. As a basis for strategic planning of human resources strategy, human resources is particularly important.Qingdao CIMC Reefer Container Manufacture Co., Ltd. is ranked first in the field of production of large companies freezer. Strengthen human resources management and human resources strategic planning is especially important for it. Especially after the 2008 world financial crisis, with the slow development of the world economy, the world maritime Develops slowly and weakness. So the company needs more good implementation of human resource strategic planning, to enhance the level of human resources management and so contributing to the development of enterprises.According to the learning outcomes and work experience in the MBA, I summarized the theory of human resources, strategic planning, and analyzed the case’s status quo of the external environment and human resource management.This paper argues that, Companies should adopt the People-oriented Human Resource Management Strategies, and do scientific forecasting according to the status of company and expects revenue in the next five years. It includes not only the prediction of total employees, but also the employee category, employee age, education, etc. In planning terms, it must adhere to a comprehensive system. Therefore, human resources strategic plan prepare will be divided into five parts in this article:human resources recruitment and appointment planning, human resources training plan, career planning, human resources flow planning, companies pay and benefits plan. This five part strategic is an integral part of the human resources planning, promoting and influencing each other. Finally, it must pay attention to the implementation, control and evaluation. Because it has an important role in promoting its strategic development.
