Research On Purchasing Mechanism Of Ecological Environmental Services

Since China’s reform and opening up, with the further development of industrialization, urbanization and agricultural modernization, our country has made the world in the field of economic achievements, but in the field of environment are facing greater challenges, water pollution, soil erosion, desertification and other environmental pollution and ecological destruction. Increasingly serious ecological environment problems not only cause huge losses to economy and society, and a serious threat to national and regional ecological security. Protect the ecological environment, to achieve sustainable economic and social development has become the consensus of the whole society.Ecological environment as a public resource, which provides the most fair public services, regardless of consumer identity, status, wealth, age, etc., as long as it is in a particular area, are equal "consumption" ecological environmental services. Tries to from the angle of government purchase, this study explore improve ecological environment possible path of service supply ability mainly studies as the main body of government purchase in the purchase of the ecological environment in the process of service problems. Taking fujian province as an example, the practice of government purchase is divided into three categories:engineering purchase, service purchase and product purchase, objective evaluation of the various cities county government to buy the service of ecological environment,fully affirmed the achievements of ecological purchase, and probes into the problems existing in the various cities and counties of fujian province ecological purchasing mechanism, finally in draw lessons from the developed countries,putting forward to the idea of improving the ecological environment of service government purchase mechanism and countermeasures.
