The Research Of Chengdu House Lease Management Situation

Since the reform and opening-up, the domestic housing rental market has grown rapidly with the development of economy. House lease management has gradually developed as an important means of social comprehensive treatment from the initial industry management, and the thoughts of “Managing people based on his/her housing “has gradually integrated into the government management thinking. But because Chengdu is located in the inland, along with the advancement of the western development strategy, regional economy began to rapidly develop, and the amount of housing rental management and its difficulty are growing with the floating population increasing. If the government continues to use the original traditional management mode, it will be difficult to adapt to the changing management requirements.Based on the above understanding, this paper demonstrates a comprehensive understanding of the housing rental management status of Chengdu, shows the main problems through the questionnaire investigation and discussion. It also analyses the reasons why the work cannot be managed well by the public management theory combined with practice, and puts forward the three development ideas combined with domestic and foreign advanced management experience of some foreign cities. The first choice is based on the unified leadership of the municipal level to realize the multiple linkage management departments. The second choice is to realize common collaborative management with the mutual collaboration during municipal departments. Finally, if the former two ideas cannot be achieved, the housing agency should cooperate with each other to realize the effective management. Besides, there are some measures and suggestions being put forward according to the different housing problems between the residential and non-residential and among the suburb, urban and rural areas.Under the circumstances of limited local research, this paper puts forward the idea of building house lease transaction service platform, using network technology to realize the online record management, and some other innovative management ideas. Also, it summarizes housing lease management advanced experience with its shortcomings, further demonstrates the thoughts for the future development of housing lease management.Finally, this paper enriches the management experience and provides the research materials for promoting city urban and rural areas as a whole and fill in the blank in domestic related research to some extent.
