The pursuit for profit of capital enables the globalization to make continuous progress, and meanwhile, port, as the main channel of international trade, also faces its rapid development period. The Yangtze river delta inland port group, as the strong backing of the Yangtze river delta coastal ports and one of the important channels that link the middle, eastern and western areas of China, has an increasingly more obvious importance.The Yangtze river can be divided into three segments, namely, the upstream, the midstream and the downstream, among which the downstream is from the outlet to the estuary and is the most important and developed channel into the sea. The downstream links the mid-west area and the Yangtze river delta area and is one of the most bustling areas of Chinese economy, and therefore, multiple port enterprises or organizations arise. The Yangtze river delta inland port groups are distributed in a belt shape along the Yangtze river and are generally divided into two port groups, that is, Anhui province segment and Jiangsu and Zhejiang province segment; however, the Yangtze river delta has a dense river network, the inland ports are close in distribution, the high-density distribution of the ports in the port group and the protection of local government enable the homogenization competition in the port group to be increasingly fierce, the cargo fluidity among a pivotal port, a branch port and a feeder port is bad, the level and function division of the port group is not clear, as a result, not only the business performance of the port enterprises is influenced, but also a huge waste of coastal resource is caused, and it has not been good for sustainable development of Yangtze inland river shipping. Due to lack of unified planning and construction, the condition of the inland port group of our country is particularly serious. Therefore, we should grasp the opportunity of deepening economic reform, divide the level and the function of the Yangtze river inland port group, form an efficient and unified inland port group synergetic development mechanism, serve for the development of Yangtze river delta regional economy and help the construction and formation of the Shanghai international shipping center.This paper aims at the synergetic development mechanism of Yangtze river delta port groups (Hangzhou gulf port group, south and central Jiangsu port group and Anhui province port group) and sets up a relatively integrated analysis method. First, a clustering analysis method is used to conduct level structure analysis on the port groups, and core pivotal ports and auxiliary ports in the three small port groups are determined. Then, the cargo type structure analysis of all the ports are employed to divide the professional function of the ports. Finally, a game theory model of all the ports in the port group under a joint system is established from the perspective of the game theory, the effective condition of the joint conference is clarified, and reference is provided for the selection of the supervising intensity of the joint conference. The level division, the professional function determination and the synergetic mechanism building have an important practical significance and theoretical significance for integrating the port group resource, optimizing the regional port group layout advantage, promoting the core competitiveness of the Yangtze river inland port group and helping the development of the Yangtze river delta, the coastal economic belt and even the global economy.
