The results showed that the development pattern of the convergence in Jinan. Qingdao, Yantai, Jining, Taian, Weihai and Rizhao took the leading factor of the new urbanization; that in Zibo,Weifang. Linyi, Liaocheng and other cities was jointly dominated by the tourism industry and the new urbanization; and It was relatively unstable that the development level of the convergence of 17 cities in Shandong province in different years.
