Every fields have been interested in the concept of “Cloud computing” since 2007.With the development and innovation of Information Technology and especially with the IT giants promotion, Such as EMC,IBM,Google,Microsoft,Dell,Amazon and so on, Cloud computing go into our work and life quickly by internet. Because software execution, Information exchange and data storage can be done in the cloud. The terminal user is no longer required to have infrastructure of hardware resource in the world of cloud computing. In the condition of this environment, financial information system as part of a service-oriented government use cloud computing to conform to the direction of development of technology. Cloud computing include virtualization, Cloud platform management and other technology. Financial information system is found a new way to construct IT system innovative by using cloud platform in e-government construction. Traditional financial data center just as an ordinary machine room in use, which perform the basic function. Construction direction of financial data center has been changed with cloud computing. Cloud computing promote the rapid development and bring benefits for financial information system construction, Meanwhile cloud computing bring a serious of safe question also.This paper is mainly purpose in researching safety management system when financial data center apply cloud strategy. During this time, Cloud technology deployment of financial information system has been made SWOT analytical by surveying status and collecting relative data. This SWOT focuses on weakness and threat. Meanwhile, Balance scorecard had been used to design the security management framework and KPI for financial cloud data center. The KPI’s content is described from the financial contribution, customers, internal processes, learning and rising. On the basis of the assessment content, Security management framework and policy of financial cloud data center had been established from three-level: Technology system, Organizational structure and management system. These will enhance the safety management. The best way to manage security of financial cloud data center manage had been find by ”Ask question-solve question-verification solution results”.
