In the background of the development of marine economy, at the same time as a maritime country, China’s increasing emphasis on the marine. In 2003, China’s first proposed the building of the strategic goal of "sea power".18th National Congress of the Communist Party of China made important deployment of marine power construction. The goal officially rose to national policy, in 2013, Xi Jinping from four aspects, including the ability to improve the development of marine resources, protection of the marine environment, marine science and technology development and safeguarding national maritime rights and interests, explains how to build this major strategic maritime power in this new era. This indicates that China’s maritime strategy has undergone a major transformation.In 2011, as the first national marine economic development strategy for our region, "Shandong Peninsula Blue Economic Zone Development Plan" was officially approved. Qingdao, as the core region and the leading city of the Shandong Peninsula Blue Economic Zone, has a good foundation and conditions for the marine industry. Development of advantage industries reflects the overall level and direction of development of a regional economic development and largely determines the overall quality and effectiveness of the region’s economic development. It also restricts the rise and fall of regional economic development. Therefore, under the background of marine economic development, to create a distinctive system of marine industries for the economic development of the region is of great strategic significance.Combined with the research on the theory of advantage industry predecessors, including the definition of the concept, advantage industry choice theory basis, advantage industry evaluate methods, this paper using a variety of methods of analysis on advantage industry development background, China and the Qingdao marine industry development present situation has carried on the analysis, in order to provide the basis for the selection of advantage industries. Next, the paper uses AHP method to construct the index system of Qingdao city sea advantage industry choice. In the article of each index is explained, finally we come to the conclusion that the marine advantage industry rankings. The selected seven industries are classified into three categories, the first category is the traditional advantage industry, this kind of industry currently has a larger scale and more mature, including shipping, marine tourism industry; the second category is the emerging marine industries, this kind of industry has a good foundation and development space is large, including marine organisms, seawater utilization, marine engineering equipment industry; the third category is the representative of the direction of development of marine industry in the future potential of the industry, including the new energy industry, ocean deep sea survey. Finally, referring to development superiority industry marine experience, and combining the development target and task of Qingdao marine advantage industry, the thesis puts forward the development countermeasures of marine advantage industryfrom the industrial strategic level, industry layout, industrial development level.
