Based on analytical hierarchy process,study the algorithm for smart city evaluation. Smart city has now become an inevitable trend in the development of the city, various regions are constructing smart city one after another. With the development of smart city, related enterprises, research institutes, government departments issued a number of intelligence evaluation system, providing a theoretical support for urban construction to help urban managers to grasp the general direction of the development of smart cities. It can avoid blind construction and reduce waste of resources. However, the each city resources, geographical environment and humanity are very different, which cause the pre-existing smart city evaluation system cannot meet the needs of each city evaluation. There is a widespread shortage of talent, especially in small and medium-sized cities. It easily follows the trend of big cities, leading to the urban construction divorced from reality. At the same time, smart city evaluation system for the medium and small cities is still blank.Based on extensive literature studies,summarize the theory of intelligence evaluation system and related evaluation methods; It has researched and analyzed the current needs and characteristics of small cities of smart city evaluation. It also explore the importance and urgency of the smart city evaluation.Through the wisdom of urban indicators of quantitative analysis, optimizes the mathematical model wisdom of smart city evaluation; Based on hierarchical analysis algorithms and expert scoring algorithm, optimizes and improves the hybrid algorithm of smart city evaluation algorithm. Taking into account the impact of mastery of experts about the actual situation of the small city on the score, introduce two variables. They are mastery of tested city and comprehension of smart city development goals. Then, conduct an empirical study of the algorithm.Through induction and deduction combining theory with practice, quantitative description and mathematical method, make for the algorithm research is scientific, and put forward the smart city evaluation algorithm for the small and medium-sized cities. The algorithm makes up for the wisdom of small and medium cities in the field of urban evaluation blank, then do an empirical study of Yanji city and Changsha country as examples. Finally, the system is implemented, as the overall verification of the relevant theory and the smart city evaluation algorithm.The research and implementation of the intelligent city evaluation algorithm for small and medium sized cities can meet the self-assessment needs of small and medium-sized cities, and provide scientific and effective help for the healthy development of small and medium sized cities.
