Study Of The Progress On Builting The Overall Well-off Society In Less Developed Areas By County As Unit

A overall well-off society having been builted in 2020 is proposed by the 16th Congress of the CPC, the less developed areas are so difficult to realization the construction of overall well-off society on schedule because of low level of economic and social development especially human development serious lag. Under the restriction of various conditions, it is an important problem worthy of study about how to achieve leapfrog development in less developed areas, and realize the goal of constructing the overall well-off society with the whole country. QianXiNan buyi and miao autonomous prefecture (hereinafter referred to as QianXiNan) in GuiZhou province is a typical less developed areas, therefore, this article take QianXiNan as an example. Studying the progress of the less developed areas constructing the overall well-off society by county as the unit, finding out the less developed areas and the gap between the reality of the national average and eastern developed areas, analyzing the difficulties and keypoints of the comprehensive construction well-off society, discussing the future development mode and path of the less developed areas, is great significant in theoretical and practical way.Firstly, domestic and foreign relevant research the theory and practice of modernization and well-off society are summarized and expounded, on the less developed areas, overall well-off, the comprehensive well-off defining the related concepts, summarizes the regional development stage theory, non-balanced development theory and other related theory, to lay a solid theoretical foundation, this paper analyzes the domestic and foreign successful experience of building well-off society in the revelation for the less developed areas. Secondly, is to build a well-off society in an all-round way in less developed areas evaluation index system. Based on the analysis of current situation of the development of economic and social characteristics of less developed areas, on the basis of the studies the evaluation index system both at home and abroad, by the national bureau of statistics "statistical monitoring index system of comprehensive construction well-off society" and "GuiZhou province statistical monitoring index system of building a moderately prosperous society in an all-round way" as the main reference basis, pick out the available data index, evaluation index system of building a well-off society in an all-round way. Then the empirical research part, with QianXiNan and the counties as an example, analyzes in detail its economic, social, population, infrastructure and public service facilities, the condition of ecological environment construction, using the evaluation index system to evaluate the progress of building a well-off society to the nation, GuiZhou,QianXiNan and the counties, Comparison and analysis the result of the evaluation, the results showed that the comprehensive construction well-off implementation of QianXiNan level only 67%, more than the national average of roughly 8-9 years later, and the counties also make a great difference, presents spatial distribution characteristic as the fastest process in XingYi, the slowest process in PuAn, QingLong, CeHeng and WangMo. Explain QianXiNan comprehensive construction affluent society’s difficulty is the lower level of economic development in these areas. The result shows the progress of the overall well-off society and level of economic development presents a certain positive correlation, associated with the policy orientation of local government at the same time. Again, through the simple linear regression model predict the main economic indicators, on other indicators monitoring has carried on the qualitative prediction, draw QianXiNan and the counties in 2020 to the overall well-off realization degree, according to the degree of implementation could be divided into to the counties in three types, as early realization of the overall well-off society, the basic realization of the overall well-off society by 2020 and can’t timely realization of the overall well-off society. Finally, propose the concrete implementation path for QianXiNan and three types of the counties. In the end, summarizing the conclusions and results of this paper, puting forward the shortcomings and and needs further research.
