Studying The Problems Of Old-age Insurance System For Urban Workers In Economically Under-developed Areas

Old-age insurance system for urban workers is the mainstay of china's social endowment insurance system and the pillar of china's social security system to improve. Over the last 30 years of reform and opening up, the old-age insurance system for urban workers through continuous improvement and exploration, has made significant progress and notable achievements.However, due to the unbalanced development of china's economy, there are still many problems of the Endowment Insurance System for Urban workers in economically under-developed areas.This article from the perspective of social security, on the basis of the integration of domestic and overseas scholars on endowment insurance system research, combs the course of the development of urban endowment insurance system. This article takes the Shangqiu of Henan Province as a real diagnosis and Shangqiu Urban Enterprise as the analysis unit, at the same time taking the urban enterprise staff as the object of study. The analysis method is the empirical analysis and the canonical parse, the macroscopic analysis and the microscopic analysis as well as the comparative analysis and so on. This article analyzed the urban enterprise staff old-age insurance system's present situation and insufficiency in economical not developed area comparatively thoroughly which exists in the actual movement, such as low and imbalanced insured rate, low pensions of retired personnel of enterprises, On individual old-age insurance policies and information cognition not in place, Multi-level old-age pension insurance system not established, etc. From the level of economic development, the policy execution, the system design, the enterprise responsibility and individual,it has discussed the question origin. Based on this, according to the old-age insurance system's elementary theory and profiting the experience from the domestic and foreign old-age insurance system the author proposed a series of effective proposals. For instance, to develop the economy, to increase employment, to enhance the sustainability of the endowment insurance system;to deep the reform of the old-age insurance system, to readjust the existing policy rationally; to strengthening the government responsibility, to increase the intensity of policy implementation; to strengthen the enterprise's responsibility in the old-age insurance system; to increase awareness of individual risk and insurance.
