On Social Insurances In Less Developed Rural Areas In Eastern China

Abstract/Summary:
China has successfully carried out the birth control policy since the1970’s, which leads to the drastic change of age structure of population with the sustaining low birth rate for several decades. The population percentage for those above60years rose to13%in2010’s sixth Chinese’s population census from6%in that of second in1964. The population of aged people has surpassed200million which accounted for15%of total population by2013. This percentage is above the standard for the aged country with10%aged population. The economic development and social stability has been seriously pressed by the high percentage of aged population, and the same for the family. The whole society has to attribute more resources and be burdened by financial press to take care of the aged people. The number of working population is not sufficient to maintain this in order.It is expected that the aged trend will reach its summit during2030and2050. The traditional way to take care of aged people by their family is challenged by the speeding urbanization and increased number of aged population. China is not rich enough to take care more old people, and more families are under the structure of two parents and one child. In this environment, the younger generation get high pressure from caring the old people in the traditional way. The rural population accounts a considerable percentage in the total population. When the economic development in rural areas lags behind the demand to taking care the old people in the villages, how to take care of aged people will be one of the serious social problems in our country. If there is not a proper way to solve it, the negative effect will be on the social and economical development in our country. It will be of great meaning to build a rural social insurance system which could be applied in this new environment and be effective in China. It will be of great advantageous for the stabilization and development of the villages, and for the possibility to provide an fare and equal public service.W county in Zhejiang Province is one of the typical less developed areas in Eastern China. Local government there has successfully carried out the rural social insurance system, and has a new insurance system which could apply to the residents both in cities and villages. This article is about the survey of how the system was worked out and carried out in W county, and has a comparison of the new farmer’s insurance and essential social insurance for workers in urban areas, and also has an observation of the changes of above two systems to conclude the common points and difference between the two systems in Eastern rural China. The article points out the dilemma for the development of the social insurance system in less developed areas, and a reform for the rural social insurance is necessary. This article also has a study on the development and reforms on the rural social insurance in countries such as Japan, Germany and Singapore, to analyze the methods taken in these developed countries, then to have some new ideas and thoughts from them. This article has a conclusion that it is essential to adapt the rural social insurance and social insurance for workers in urban areas into one system, and only in this way, it is possible to realize the reasonable income policy regulated in our country. The article hence provides some thoughts and measures that could be helpful for this adaptation of two social insurance systems.
