Study On Technical Standard Strategy Of The Cutting Tool Industry In China

As can be seen from the history of science and technology, the development of the industry needs to have the corresponding standards for support. In the new situation of the deepening of economic globalization, the importance of technical standards in the international competition becomes more and more obvious. The cutting tool industry cannot develop without the support of technical standards, which play an important role in promoting the optimization and upgrading of industrial structure. Therefore, implementing the strategy of technology standards promoting industrial upgrading and the healthy development of the "industrial cluster" have attracted many scholars. But these studies only keep in the economic level of discussion instead of philosophical analysis. In fact, doing the research of technology standard strategy in a philosophy level has important theoretical significance and practical value. It not only can enrich the technical standard theory research, but also provide the overall vision of characteristics of methodology for the research on technology standard strategy.This paper mainly studies the countermeasures of implementing the strategy of technological standards of China’s cutting tool industry. Firstly, based on the the theory of technical standards and the characteristics of the cutting tool industry, by analyzing and comparing the number, standard features and differences of the cutter in America, Japan, Britain, Germany and other developed countries, sum up the characteristics of the developed countries in the formulation of standards and obtain the enlightenment; Second, focus on the development process and the present situation of technical standard system of cutting tool in China. Aim at the gap between our tool technical standard system and foreign countries. In this paper, use the method of SWOT, analyzing the strengths, weaknesses, opportunities, threats of the standard construction in China’s cutting tool industry. According to the theoretical analysis and empirical study, this paper puts forward some counter-measures and suggestions on technical standard strategy of China’s cutting tool industry,in the government, associations, enterprises aspects. Looking forward to finding a suitable way for the survival and development of China’s cutting tool industry.
