As one of the main activities of scientific and technological innovation, research and development(R&D) activities is both an important indicator to measure the size of a country’s scientific and technological activities, as well as an important indicator of the national evaluation of scientific and technological strength and innovation ability. R&D investment is a source of promotion of technological innovation and technological progress, the impetus for economic growth, but also an important factor in promoting China’s economic transformation. As China’s less developed regions, the leading industry- industrial development of Xinjiang plays a vital role in the economy. In order to achieve leapfrog development of the new situation, studying the R&D investment in industrial enterprises is particularly important in Xinjiang.In this paper, we use " China Statistical Yearbook of Science and Technology"(2001-2012) as the data source. Through the collection and analysis of the original data, we find out the current situation of industrial enterprises in R&D investment, understanding the gap with other domestic provinces, municipalities and autonomous regions. Considering industrial enterprises of Xinjiang, R&D personnel investment, R&D funding and patent output are increasing every year,with an average annual growth rates were 8.25%, 24.88% and 48.06%. Compared with other domestic provinces, municipalities and autonomous regions, R&D personnel investment, R&D funding, R&D funding intensity and patent output of Xinjiang are in the country downstream level, were ranked 27, 27, 29, 25 in the country.The effect on R&D investment of industrial enterprise in Xinjiang has two aspects, one is patent effects, the other is economic effects. To study the effects of the relationship and the degree of industrial enterprises for the first stage of knowledge production process R&D investment and patent output, and the second stage of the economic output process patents and industrial economic development, we use cointegration, VAR model, the impulse response function and variance decomposition to analysis and test. The empirical results show that: there are long-term equilibrium relationships between R&D investment and patent output, as well as between patents and industrial economic development in Xinjiang. R&D funding promote patent output, but R&D personnel investment does not promote the patent; patent output promote the development of industrial economy. The results of the impulse response function and variance analysis indicate that R&D funding for the influence of the largest patent output, R&D personnel into a negligible role, a greater degree of industrial economic development impact of patent output. This shows that the investment of industrial enterprises in R&D funding promote the most important factor in industrial enterprises patent output, but put into R&D personnel in the stimulating effect. While the market value of existing patent innovations have not been fully utilized, stimulating effect on the industrial economy is slightly lower.Finally, according to the results of empirical analysis, we made feasible and scientific decisions: First is to create an atmosphere of science and technology. Second is to increase industrial enterprise R&D funding efforts to broaden the financing channels for R&D funding. Third is to accelerate the introduction of talent and foster the establishment of high-quality R&D personnel. Fourth is to strengthen cooperation among research. Five is to seize the opportunity of the Silk Road economic belt construction, international science and technology cooperation.
