| The construction of new socialist countryside has always been a major issues on China’s economic and social development. As China’s only agricultural policy bank, since its establishment the Agricultural Development Bank of China mainly engaged in grain, cotton and oil fund management, has played an important role to implement of the national agricultural industrialization policy, safeguard of food stability,and to increase farmers’ income. However, with the deepening of China’s financial reform, grain circulation system reform, and with the Agricultural Development Bank’s own reform, the Agricultural Development Bank expanded the support in agricultural sector, its development enter a new stage.Xinjiang’s economic development is in a backward level compared to other regions. As one of the biggest agricultural countries in Xinjiang, Yining County’s agriculture and rural economic base is weak, infrastructure construction is left behind, agricultural resources are not fully exploited, the weight of traditional agriculture is higher, progress on agricultural industrialization slow, there are no many rural enterprises, and the economic development does not have not ideal. So it is the urgent issue to solve that Yining County branch of Agricultural Development Bank of China how to deal with constraints, determine areas of support and focus, and hot to play a key and pivotal role in the new rural construction.Based on the study on related theory on the support of Agricultural Development Bank of China to new rural economic development, this paper analyzed the status and needs of Yining County’s new rural construction, from development status, loan structure, project support, and its effectiveness of Yining County branch of Agricultural Development Bank of China, this paper empirically analyzed the its support new rural construction. Then pointed out the issue that the bank face with during the process of building new ruralconstruction and further analysis of the factors causing the problem. |
