| 3PLs offers a number of integrated logistics services including : transportation, warehousing, distribution, packaging,distribution processing, handling and logistics information.It’s the business entity which representative the direction of development of the logistics industry.The 3PLs generate lots of negative environmental externalities in the processing of services production. The administer of negative environmental externalities needs joint efforts of both the governance and green practicing entity’s practising. In this paper, from the point of government and the 3PLs, analysing the tactics for 3PLs to reducing negative externalities including tactics’ mechanism,implementation condition and interaction.Firstly external economic model,green cost model,cooperative game model, principal agent model and logistics cost optimized method are comprehensive utilized,combining with the target and the background of the 3PLs green logistics practing.Paper not only focuses on the researching of government strategies mechanism: environmental tax, strategy of standard, permission licence system, direct and indirect subsidies, standard of impaction on the 3PLs,but also focuses on researching of the 3PLs strategies mechanism:cost reducing guided tactics, quality improving guided tactics, green marketing and financing guidedtactics.Besides,by using utility fuction,principal-agent model.Getting the implementation conditions reaching,including the government information, the government agency, the policy implementation timeliness, accuracy of information in 3PLs, decision makers in 3PLs, industry organizations and information agent.Finally, the method of system engineering and system dynamics are used to constructing the strategy interaction system including government’s and 3PLs’, through the analysis of the important nodes, as well as the influence factors of valve and analysis results of tactics, given comparison table of the strategy choice for the government and 3PLs in different conditions... |
