Research On The Evaluation Of Regional Green Logistics Capability

International studies on the evaluation of regional green logistics capability are still in-the-initial phase at present.Green logistics inhibits the damage caused by logistics to the environment in the process of logistics,realizing the purity to logistics environment and making full use of logistic resource.The implementation of green logistics is the effective way to enhance the competitiveness of enterprises as well as the bridge and the bond of developing circular economy,providing an effective way to solve the scarcity of domestic resources at the same time.It can also meet the needs to participate in international marketing competition,which is the inevitable result of the sustainable development of modern logistics.Green logistics capability is an important manifestation of development status and potential of green logistics in a country or region.Evaluating the green logistics capabilities comprehensively and objectively plays a very important role in the development of the national economy.Based on this,this article conducted a thorough researchand discussion on how to evaluate green logistics capability of the area.First of all,we analyzed the research status in the field of the green logistics evaluation and found that its realistic foundation in China was not optimistic,because it was also faced with a series of the problems,such as the imperfect policies and regulations of the government,lag in technology and infrastructure,shortage of talents,backward concept and so forth.On the whole,there was still a long way to go to develop green logistics in China.Due to the differences of natural conditions and infrastructures and so on in various regions,the ways to develop green logistics were not the same.Secondly,we put forward the concept of green logistics capacity and built the evaluation model of green capability based on the analysis to provide reference for the evaluation of regional green logistics capability.The influence factors of green logistics capability were numerous and interrelated.And how to choose its influence factors was the focus of academic research.In order to fully evaluate the green logistics capability,this paper constructed the evaluation model of green logistics capability with green logistics as the core based on the previous studies on the evaluation index system of the logistics capability.The evaluation system was divided into three grades,including 26 third-grade indexes.Three grades indexes were based on the official statistics index of the National Bureau of Statistics to ensure the authority and accuracy of the reference data.Then we analyzed the evaluation system of the green logistics capability,established the evaluation mode of the regional green logistics capability based on TOPSIS,analyzed and summarized the green logistics capability in three provinces in the northeast of China,with the data of Liaoning,Jilin,and Heilongjiang provinces as the case in order to verify the effectiveness of evaluation system of the regional green logistics capability with green logistics as the core.Finally,we further analyzed the data of the three provinces in Northeast China and clearly compared the efficiency of the green logistics services from 2008 to 2014 in these three provinces.In order to verify the validity of the evaluation system of the green logistics capability,this paper ultimately utilized a piece of trend chart to show the calculation results of the efficiency of green logistics service in three northeast provinces.The results showed that the evaluation model of regional green logistics capability is consistent with the analysis results of the Data Envelopment Analysis model of green logistics capability.Based on the above,we can draw a conclusion that the evaluation model of regional green logistics capability in this paper was practical and effective.In the meantime,it had important theoretical significance and practical function.
