In recent years, the restructure of the national economy, revitalization of old industrial bases in Northeast, the implementation of the three strategy, railway transport trend extending inland and railways reform in 2013 not only make urgent needs but also lay a solid foundation for the development of container road and railway intermodal transportation. However, under the current technical and economic conditions, How extent could highway-rail multimodal transportation be more benefit for society, that affect the container road and railway intermodal is or not better serve the country’s economic development, and Is the premise of container rail transport development. Therefore, under the existing technical and economic conditions, reasonable haul rail transport of containers is very important to study.By analyzing container highway-rail multimodal transportation of organizational characteristics and operational processes, the transport process is divided into road transport, railway transport operations and the station, and from the perspective of the pay subject, transportation costs is divided into internal costs and external costs, and put forward a major evaluation of each cost. Combining the transport links, it build up the total transportation cost model, At last, by comparing the costs of road container transport and highway-rail multimodal transportation, it solves their cost structure and reasonable transportation distance at different frequency and haul transport distance.The main results and conclusions of the paper can be summarized as follows:(1) By analyzing the organization of container highway-rail multimodal transportation and workflow, it build transportation costs classification and accounting methods that cover the body as the core, and quantify the time and external costs;(2) It developed a “door to door” container highway-rail multimodal transportation costing model to investigate the cost affection of road transport and highway-rail multimodal transportation at different frequency and haul transport. The results show that when freight transport demand are more than 65 TEU weekly and distance is more than 650 km, highway-rail multimodal transportation is more comparative,(3) based on GIS data of existing railway lines and 18 railway container center station, it investigate the conduct of highway-rail multimodal transportation strategy of 18 stations as well as service area of them.
