Research On Perfecting The Work Of Inspection And Quarantine In The Context Of Trade Facilitation

In the context of trade facilitation,quality inspection and quarantine organizations need to fully consider the deeper relationship of supervision and assistance, and to correctly handle the internal connection between inspection and facilitation. With system analysis as the method, this paper intends to examine the trade-facilitating measures adopted by the Inspection and Quarantine Department in its routine supervision and management work. Typical problems in four aspects are chosen and analyzed, and approaches to better trade facilitation are then introduced.The first part briefly discusses the concept of trade facilitation, in terms of its definition, theoretical source and its relationship with the work of quality inspection and quarantine. It suggests that trade facilitation poses a great effect on the global economic growth. The trade-facilitating measures proposed by WTO treaty are discussed in this part, too. It also explains the relation between the specific duties of quality inspection/quarantine organizations and trade facilitation, which paves the way for the further analysis of the role of inspection and quarantine organizations on trade facilitation.The second part deals with the current status of the inspection and quarantine departments in the field of trade facilitation, analyzing its positive effects on trade facilitation.The third part is concerned with the problems existing in the work of the department of inspections and quarantines regarding facilitation of trade from four aspects, i.e., system, management, information technology application and implementation.In the fourth part, the paper introduces possible regulations and approaches that can be used in China after a concrete analysis of the measures and experiences from foreign organizations.In the final part, a systematic analysis of the approaches by the inspection and quarantine organizations and their roles in facilitating trade is conducted. Four main working sections are talked about in particular, i.e., administrative simplification, impartiality in law enforcement, information technology application, and reformed regulatory models. Based on that, the paper puts forward a basic framework, with effective supervision on the one hand and better facilitation on the other, which go together for better inspection and quarantine work.
