The Evaluating System Of Trade Facilitation Indicators And The Study Of Its Impact On China's Foreign Trade

Over the years, through multilateral, regional and bilateral cooperation and efforts, the trade system of all countries and regional is increasingly open, the world's average tariff level has dropped significantly, a large number of non-tariff trade barriers are reduced, the impact by the traditional tariff and non-tariff barriers to international trade is gradually diminished. However, when the tariff reduction achieved outstanding results, the room for adjustment has become increasingly small.Meanwhile, the "non-trade efficiency" as an"invisible"market access barrier is becoming a bigger concern for a number of international organizations, governments and the trade sectors, which urges people to pay a greater attention to eliminate cross-border transactions in the process of the mechanisms and technical barriers and reduce transaction costs and the difficult issue of trade facilitation.This paper focuses on the hot issue, based on its connotation actual characterization, built up a comprehensive facilitation evaluation index system, quantifying trade facilitation standards with AHP yaahp software, measured the trade facilitation overall scores of 48 countries including China's in 2003. The survey results showed that those higher economically developed countries, particularly those higher developed in trade are on a higher level of trade facilitation. Europe and the United States and other developed countries and the "four Asian dragons" are almost all ranking on the most or more facilitated positions. Latin America, Venezuela, Africa, South Africa and other less economically developed or geographical remoter countries rank on the general facilitation of trade and facilitate the country. China's overall trade facilitation are relatively lower, there is still a wide gap from highly facilitated countries. Then, taking the overall score of trade facilitation as an indicator, through gravitational model, the paper made an empirical research of the relationship between trade facilitation and China's export trade. The results showed the level of trade facilitation of a country is the most important factor to attract their bilateral trade. Therefore, it is an important channel to promote the development of China's foreign trade by raising our level of trade facilitation.Finally, under this trade facilitation evaluation index system, referring to the reform experience of the countries which have higher overall scores from the five aspects of trade facilitation, the author presents specific policy recommendations on how to improve port efficiency, standardize the taxation environment, improve regulatory environment, promote e-commerce and facilitate the commercial flow.
