A Study Of Trade Facilitation Of CAREC Members And Its Impact On China’s(XinJiang) Foreign Trade

In recent years,through multilateral and regional multi-level cooperation and efforts, the degree of trade liberalization has significantly improved among all the countries,their opening degree has expanded. The average tariff has been reduced, the effect by the traditional tariff and non- tariff barriers on the international trade is gradually diminished. However the factors that affect cross-border flows of goods still exist, countries have focused on reducing the trade cost by simplifying the trade procedure. As the impact of the financial crisis in 2008, the United States and Europe have reduced the imports from our country, in this context, China try to strengthen the trade and economic cooperation with neighboring countries. As Central Asia play a core status in the connection of East Asia and Europe, studying the trade facilitation of CAREC member and its impact on China’s foreign trade has a great significance.This paper focuses on the issue of trade facilitation,and do a comprehensive and systematic research, based on the practical of CAREC’s.First, this paper reviews the connotation of trade facilitation, and analyses the trade and trade facilitation between China and CAREC members as well as the problems of the two issues. Then, with the help of the yaahp software, I establish the trade facilitation evaluation system to estimate the trade facilitation level of seven countries,including China’s from 2003 to 2013.Third, taking the score of trade facilitation as an indicator, using the trade gravity model the paper estimate the relation between the member states’ trade facilitation and the exports from China to member states. The study shows that the level of trade facilitation has a significant impact on the export between China and the member states. At last, in the perspective of CAREC, China and Xinjiang, we put some possible suggestions to enhance the trade facilitation level and trade cooperation in this region.This study indicates that the degree of trade cooperation between China and member states continues to increase,but the extent of trade facilitation of the region is low. The model test result shows that the level of trade facilitation has a positive impact on China’s export.
