Xinjiang tourism resources are extremely rich, unique and strong, for tourists has great appeal, but excellent resources to bring the actual tourism traffic and tourism revenue is far from satisfactory. Xinjiang’s tourism development presents a state of equilibrium, overall northern better than in the development of Southern Xinjiang, specific to the tourism and scenic spots, difference is very big and popular tourist attractions overcrowding, the remaining spots off the beaten track. This phenomenon is extremely unfavorable to the development of tourism in Xinjiang, the ecological, economic and social environment have adverse effects. In order to change this kind of disadvantage, expand the tourist market in Xinjiang, which needs to integrate tourism resources in Xinjiang, design boutique tourist routes, make cultivation measures, and the development of tourism products.This study in Xinjiang as the study area, through literature review, questionnaire survey and analysis, data collection, access to the theoretical basis and data. The use of the theory of regional tourism circuit design and product development principles, consumers behavior theory, core- edge theory, social network analysis theory and game theory. Research methods and procedures:(1) In the questionnaire on the basis of analysis the demographic characteristics of the tourism market, behavior characteristics of the tourism market, tourism market travel decision-making characteristics and perceived characteristics of tourism market, and in Xinjiang and Xinjiang tourists contrast analysis features.(2) The application of social network analysis, selection of indicators for the grouping of factions, all factions were involved and tourism scenic spots, the group members can form a popular tourist route; Selection Center, network scale, the relationship between the total efficiency and structure, is analyzed for each cave tourism with the highest degree of Xinjiang scenic area, the center and the largest scale of tourism tourism network and scenic spots; selection of dominant Kanas, Tianchi, Turpan, Narat, Koktokay, Sailimu Lake, Huoerguosi port, xiangfeimu, Hemu, and Bohu bazaar further analysis of network characteristics, design principle of comprehensive tourism design, Xinjiang boutique tourist routes.(3) From to stop boutique agency, to pattern plastic image, to the image of a brand, and North and South Xinjiang linkage four aspects proposed boutique tourist routes cultivation measures.(4) In Xinjiang,the fine tourist routes and Xinjiang tourism functional zoning based on the proposed tourism product development concept and cultivation measures. Through the above research, we draw the following conclusions:(1) The design of fine tourist routes in Xinjiang is circle line sightseeing tour: Urumqi(starting point)- Tianchi- Keketuohai- Kanas- Hemu- Sailimu Lake- Horgos port- Nalati-Turpan(Grape Valley, Huoyanshan) of Urumqi International bazaar of Bositeng Lake landscape belt. At the same time, in south part of Xinjiang tourism resources based on the proposed self driving tour and the Silk Road cultural tours and other special tourism development conception of the desert.(2) The fine tourist routes in Xinjiang to core Tianchi, Kanas Scenic and Nalati support, forming "a situation of tripartite confrontation" pattern; the cultivation of boutique tourist routes image, from the tourism infrastructure, ecological maintenance, security, information dissemination, quality of service comprehensive; to improve the marketing system and mechanism, pay attention to shaping the brand quality; actively promote the linkage of the southern and Northern Xinjiang, northern and southern Xinjiang into cooperative game.(3) To determine of Xinjiang tourism functional zoning, respectively is: to the Altay region for the core of Ecological Tourism Zone, Yili area is a core of the holiday, to Urumqi Changji area as the core business, recreation area, Hotan region as the core of the ruins explore area, in Kashi area is the core of folk experience area.(4) Relies on the Xinjiang frontier advantage and development of border trade experience tourism products, through the Silk Road Economic Belt development to create the silkroad culture tourism products, in the self driving tour occupation of the huge size of the market conditions of development desert self driving tourism products. Furthermore, it should be in Yili and bole area as the basis, started to develop and nurture in the leisure and holiday tourism products, gradually realize from sightseeing to leisure transformation.
