Study On The Optimization Of Motorway Tolls Method

Highway in people's life plays a very important role, is an important symbol of the modernization of highway. The highway has the outstanding function of the main line in the whole highway network with its advantages of high speed, safety and comfort. But can not be ignored is that the highway construction, construction, maintenance and maintenance costs are extremely high, in order to solve the problem of shortage of funds in the construction and operation process, most of our country's highway toll system. All the goals and efficiency of road charges are reflected in the determination of the toll rate, the level of the toll rate determines the investment income level of road, the road users' route choice and the direct benefit of road operation. In order to realize the balance between the investment and the cost of the highway, the rate of the highway and the standard of the toll collection should be optimized.This paper analyzes the engineering situation, the investment cost and the current charging situation of Inner Mongolia Bao Mao highway. Secondly, using the analogy analysis method, from the same section of the impact of Expressway on Fuzhou Xiamen railway has analyzed sea after the opening of the railway may affect Bao—Mao Expressway in the Bao——Mao highway O-D traffic and social economic forecasts on the basis of the freight volume for the future Bao—Mao highway are piecewise prediction. This paper describes the factors that affect the standard of highway toll rate, introduces the optimal rate model, the cost optimal rate model of the double layer planning, the optimal rate of charge rate, and compares the optimal cost rate model and the model of the cost optimal rate. Finally, based on the rate of the premium rate model, the optimal rate of the charging rate is optimized, and the results are analyzed and evaluated.The main purpose of this research is to determine the rate and the standard of the high speed toll fee. The results of this study have a certain application value. The method of the research has some reference value for other highway toll rate and standard.
