Facing the rapid development of the social environment companies have been unable to work diligently and independently. They not only face the customers, shareholders and employees, but also face the society and consumers. Regardless of their own willing, they must face all of this when they in such a society torrent. The company which response actively and quickly will win the advantages of beating the opponent,so as to better survive and have enough strength to face a new round of challenges.F company is a labor-intensive enterprise, in the face of increasingly severe employment environment, how to hire employees reasonably, how to establish effective human resources management system, how to integrate a variety of other system, these all related to the success of the globalization strategy of F company. This article in-depth analysis of current issues the F company faced through studing the review and evaluation of implementing compliance system(factory code of conduct) 、 the necessity and countermeasures of implementing beyond compliance systems(Sustainable Development). Combined with the F company’s development strategy, give full play to its own advantages and integrate internal human resources, make it into a favorable conditions for the future development of enterprise and lay the foundation of excellent human resource for the globalization strategy of F company.In this paper, according to ask questions, analyze and solve problems, through the way of investigation and study 、 reading literature 、questionnaire、data collection、on-site interviews,combined with beyond compliance system of N company, applied the theory of PDCA cycle, it indepth research the beyond compliance system implementation strategy of the F company. In the process of implementation, the F company further defined the future development direction by discussing the issues it faced and response measures. Particularly in terms of human resource management system, how to adapt to the needs of the company’s future development, how to support the production and business units to obtain the excellent talents completely and efficiently, how to establish interactive mechanism between enterprises and employees, it put forward different ideas.
